This is Double Early Tulip ‘Royal Acres’. The fragrant flowers are royal purple with ruffled petal edges:

The flowers appear on sturdy stems in mid-spring, and they can handle the freaky weather that spring often brings—snow, sleet, heavy rain, wind. My plants bloomed for almost a month this year.
